From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Against the backdrop of the immense confusion surrounding the American military actions on Venezuela, the seizure of President Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “reclaim the petroleum resources”, there is no doubt – they set a deeply alarming precedent.

Past Interference and a New Threshold Crossed

The United States possesses a dark record of interference, invasion and occupation in Latin America, but the early hours of Saturday saw its initial significant armed assault on South American land. “US supremacy in this hemisphere shall not be challenged from now on,” Mr Trump declared.

The decision to unilaterally attack another independent nation and abduct its leader – just a short time after he publicly sought an off-ramp – possesses far-reaching consequences. It should alarm us all.

Deep Instability for a Nation in Crisis

Venezuelans have endured a repressive, kleptocratic and incompetent regime under Mr Maduro, largely considered to have fraudulently won the most recent election. They now face a future of deep insecurity. Mr Trump has remarked that the vice president, Delcy Rodríguez would comply with American demands, and dismissed conservative dissident leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the interim president, has so far sounded notes of defiance – and other parts of the decapitated regime are considerably more radical.

The Superpower as Rogue State

A man who came to office promising to abandon foreign wars now says he is “unconcerned about deploying troops”. Rebranding the Department of Defense as the Department of War was a substantive signal. He fails to perceive the world’s superpower as a global policeman; he is turning it into a renegade nation.

He holds the view that the United States' strength enables it to do as it wishes with scant penalty: observe the military actions against Nigeria and Iranian installations. He asserts that Venezuelan oil means this latest episode “won’t cost us a penny”.

An Illegal Assault on Sovereignty

George W. Bush invaded Iraq on a lie. But this action without legal basis came absent any United Nations mandate or congressional approval; the opposition party was kept in the dark and say they were deliberately deceived in briefings. Mr Trump aims not merely to stretch international norms, but to obliterate them.

Put aside the implication this carries to Vladimir Putin, Xi Jinping and others, and ask where the US itself is heading. While the raid reportedly killed 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s growing sense of invincibility will surely embolden additional military gambits.

Flimsy Justifications and Underlying Drivers

Few believe the pretext that this is related to the drug trade. Venezuela is only a minor conduit for cocaine; Mr Trump recently granted clemency to the past Honduran leader Juan Orlando Hernández for related criminal convictions. Mr Trump himself made it clear that he is driven by the lure of oil as well as personal bravado, the worldview of key officials, and the desire for glory as domestic popularity wanes.

World Leaders' Silence and a Weakened UN

The international response, especially in Europe, has – with notable outliers – been alarmingly quiet. That’s not because of Mr Maduro’s sins, but anxiety over Mr Trump’s wrath. The forceful statement from UN Secretary General António Guterres was notable, but this episode highlights the waning power of international bodies.

Mr Trump’s isolationist supporters at home could still pressure him to turn attention back home – but soaring healthcare premiums, public anxiety over the economy and ongoing controversies fuel his desire for external drama.

Barely 12 months into his time in office. The international community may live to repent if they remain quiet at this juncture, considering the potential next target.
